Recycling Contracts for State Agencies

School Computer Program

The State Surplus Property Agency initiated its School Computer Program in 1997. The purpose of the program was to convert used computers from state agencies into a source of inexpensive computers for North Carolina public schools and public charter schools. This program not only is an invaluable resource for many public school systems in North Carolina, but also enables state agencies to honor environmental goals to recycle computer equipment instead of disposing of items in a landfill.

Agencies are asked to send all their computer equipment to the State Surplus Property Agency Computer Center where it is separated and analyzed for condition and capability.

North Carolina public schools or public charter schools can purchase the computers for $25 per system.


The general price of a computer system for an interested public or charter school is as follows:

  • Pentium Computer System (P4 > = 1.8 Ghz):
  • At least 20 GB Hard Drive (Disk Space)
  • > = 512 MB RAM (Memory)
  • Monitor
  • Keyboard
  • Mouse
  • Power Cords

Retail Computer Sales

Used computer equipment not needed for the School Computer Program or for state agencies is sold through State Surplus's competitive bid process. Follow this link to see the Computer Bids. The computers offered for bid do not have operating systems or any other software on them. In addition to weekly computer bids, State Surplus conducts a retail sale of peripheral computer items on Friday's from 9 AM until noon. Items available include keyboards, mice, power cords, laptop bags, power supplies, etc. The quality, quantity, and availability of specific items vary from week to week. As with all surplus merchandise, computer equipment is sold "AS IS - WHERE IS" with all faults. This means No Refunds and No Exchanges.
